SECTION I. SHORT TITLE

  1. This bill may be cited as “The State Education Act of 2026” or “SEA”.

SECTION II. DEFINITIONS

  1. State University: A university that is owned and funded by the State of Latomé, receiving financial support equivalent to at least 75% of its operational expenses to ensure affordability and accessibility.
  2. Admission standards: Criteria and requirements set for students seeking entry into a federal university, ensuring fairness, transparency, and inclusivity in the selection process.

SECTION III. ESTABLISHMENT OF THE UNIVERSITY OF TOMBIA

  1. A category shall be made with the name “University of Tombia”, which shall be placed between the “[🔊] Voice Channels” and the “[🏯] Julibard Mansion” categories.
  2. The following channels shall be put under this new category:
    1. “university-info”: A standard text channel that shall be used to help guide citizens with times, classes, etc.
    2. “university-applications”: A forum channel in which students can go to apply for different classes.
    3. “university-classrooms”: A forum channel in which classes can be held.
    4. “alexandria-plotonia-lh”: A stage channel in which lectures and events can be held.
  3. The University of Tombia shall receive financial subsidies from the state government equivalent to at least 75% of its operational expenses to ensure affordability and accessibility.
  4. Admission standards shall be set to ensure accessibility and inclusivity, allowing a broad range of students to enroll based on fair and transparent criteria.
  5. The curriculum of the federal universities shall be managed by the Secretary of the Interior to meet academic standards and remain free from bias.

SECTION IV. ENFORCEMENT & OVERSIGHT

  1. The Secretary of the Interior shall oversee the implementation and enforcement of this Act, focusing on educational aspects.
  2. The Secretary of Finance shall oversee the implementation and enforcement of financial matters related to this Act.

SECTION V. QUALITY & ACCESSIBILITY ASSURANCE

  1. There shall be no substantial difference in the quality or accessibility of the education provided in the federal universities established under this Act.
  2. The Ministers may issue regulations to enforce the above subsection.

SECTION VI. IMPLEMENTATION

  1. This Act shall come into effect immediately upon its passage into law. Relevant authorities, the Secretaries of the Interior and Finance, and relevant government agencies shall take necessary actions to enforce the provisions outlined in this Act.
