DEFINITIONS
Chair means the seat of the Speaker or Member presiding in their absence.
Division means a vote on a bill, resolution, amendment or motion.
Laid aside means a measure is no longer being considered by the House
Leave of the House, or Leave means without objection.
Member means a Member of the House of Representatives.
Question, in relation to a motion or a division, means the matter before the House, or House in Joint Sitting to be resolved.
Service of the House means attendance in the Chamber.
Standing Order means rule.
Table means propose.
Upon the formation of a new House, the House shall choose one of its Members to become Speaker and another to become Deputy Speaker in accordance with Standing Order 7.
The Speaker of the House is the presiding officer. They are charged with presiding over the House, conducting divisions and other procedures as they appear in these Standing Orders, ruling on points of order and Houseary inquiry, ensuring order and disciplining disorderly Members, and ensuring the proper enforcement of these Standing Orders. The Speaker may take the Chair and preside whenever another individual is presiding.
The Deputy Speaker shall preside in the absence of the Speaker as Acting Speaker. Should the Speaker be removed by resignation, death or removal, the Deputy Speaker shall assume the Speakership and shall handle the appropriate election for a new Speaker. The Deputy Speaker serves at the pleasure of the Speaker.
Any Member may move That the House has no confidence in Mr./Madam/the [Deputy] Speaker, and such motion shall be considered immediately and regardless of the consent of either officer of the House. The motion shall be debated in a separate post. Should such a motion pass via simple majority, the relevant officer shall be removed and the appropriate procedure for choosing the officer shall go ahead. If the Speaker is removed and the Deputy Speaker cannot preside over the election, a Member from the Speaker’s Panel may be designated to conduct the election.
