SECTION 1. SHORT TITLE.

This Act may be cited as the “Promoting Enforceable Arms Control and Elimination Act of 2026” or the “PEACE Act”.

SECTION 2. PARLIAMENTARY FINDINGS.

The Senate of the Commonwealth of Arcadia hereby finds and declares the following:

  1. The primary obligation of the Commonwealth of Arcadia is to ensure the domestic tranquility, safety, and general welfare of its citizens. The proliferation of unregulated weaponry and the absence of enforceable arms control measures constitute a direct and present danger to the maintenance of a peaceful society.
  2. Gun violence is not merely a criminal justice issue but a pervasive public health crisis. The Senate finds that the negligent storage of firearms and the accessibility of weapons to unauthorized persons, particularly children, result in preventable tragedies, including accidental discharges, suicides, and homicides.
    1. Unsecured firearms in the home significantly increase the risk of unintentional injury and death among minors.
    2. The establishment of rigorous safety standards for firearm safety devices and gun safes is a necessary intervention to mitigate these risks.
  3. The evolution of modern weaponry has introduced devices designed for concealment, deception, and extreme lethality that serve no legitimate sporting or self-defense purpose.
    1. Devices such as air gauge knives, cane swords, lipstick case knives, and belt buckle knives are designed specifically to bypass public awareness and security measures, facilitating ambush and criminal assault.
    2. Weapons such as nunchaku, shurikens, and flechette dart ammunition are characterized by their capacity to inflict great bodily injury or death in a manner that often bypasses traditional defensive capabilities.
  4. The Senate finds that the possession of destructive devices, including grenades, rockets, and anti-material rifles chambered in .50 BMG or larger, poses a catastrophic risk to infrastructure and public safety. Such weapons are designed for the destruction of military hardware and have no place in a civil, non-combatant environment.
  5. Technological Advancements and Evasion: The emergence of 3D-printing technology and the manufacture of “ghost guns” or “zip guns” allow individuals to bypass traditional serial number registration and background check systems.
    1. The Senate declares that all firearms must be detectable by standard security equipment and must bear permanent identification marks to ensure accountability.
    2. Undetectable knives and firearms represent a unique threat to the security of public buildings, transportation hubs, and government institutions.
  6. There is a well-documented and lethal nexus between domestic violence and the presence of firearms.
    1. The immediate seizure of deadly weapons at the scene of a domestic violence incident is a critical, life-saving measure intended to prevent the escalation of physical assault into homicide.
    2. The implementation of Gun Violence Restraining Orders (GVROs) provides a necessary civil mechanism to temporarily remove firearms from individuals who pose a significant risk of harm to themselves or others.
  7. The Senate finds that large-capacity magazines and devices like multiburst trigger activators significantly increase the lethality of firearms by allowing for a higher volume of fire without manual reloading. These devices are frequently utilized in mass casualty events and constitute a public nuisance.
  8. Law enforcement officers and emergency responders are placed at increased risk when confronted with armor-piercing ammunition or noxious discharge weapons. Ensuring that such items are strictly regulated or prohibited is essential for the safety of those charged with maintaining the peace.
  9. Criminal street gangs utilize prohibited weapons and illegally modified firearms to intimidate communities and facilitate a pattern of criminal activity. By categorizing these weapons as a public nuisance and authorizing their summary destruction, the Commonwealth can more effectively dismantle the tools of organized crime.
  10. Fragmented or inconsistent weapon laws are insufficient to address the complexities of modern violence. This Act seeks to create a unified, enforceable framework that balances the rights of lawful owners with the collective necessity for a secure and PEACE-ful Arcadia.

SECTION 3. DEFINITIONS.

The following definitions shall apply for purposes of this Act:

  1. “Abuse” means any of the following:
    1. Intentionally or recklessly to cause or attempt to cause bodily injury.
    2. Sexual assault.
    3. To place a person in reasonable apprehension of imminent serious bodily injury to that person or to another.
    4. To molest, attack, strike, stalk, destroy personal property, or violate the terms of a domestic violence protective order.
  2. “Agent” means an employee of the licensee.
  3. “Arcadia” means the Commonwealth of Arcadia, and every county, city, town and municipal corporation, and quasi-municipal corporation in the state.
  4. “Air gauge knife” means a device that appears to be an air gauge but has concealed within it a pointed, metallic shaft that is designed to be a stabbing instrument which is exposed by mechanical action or gravity which locks into place when extended.
