This Act may be cited as the ‘Kramerian Secession Act’.
The General Assembly finds that should canvassing become legal, the political situation in Krameria would become untenable, and it must secede if it does.
An untenable political situation, for the purposes of this Act, shall be the occurrence of any of the following:
a) Violation of the territorial integrity of Dovania by external entities, including, but not limited to the federal government and that of the other states of Krameria;
b) Violation of the territorial integrity of Dovania by internal entities, including, but not limited to separatist groups, with the omission of opposition from or explicit support of the federal government;
c) Legislation or Supreme Court rulings which threaten the principle of “free and fair elections,” including, but not limited to the legalization of canvassing;
d) Amendments, Legislation, or Supreme Court rulings which rewrite the fundamental rights granted by the federal constitution to Dovania or its citizens; or
e) Amendments, Legislation, or Supreme Court rulings which would lead to underrepresentation of Dovania in the operations of the federal government or in the legislative branch of the federal government.
This Act shall take effect upon the following conditions: Passage by a supermajority of the General Assembly; Signature by the Steward; Approval by ⅔rds of voters in a statewide referendum; and the execution of any action which leads to an untenable political situation.
Should any provision of this Act be deemed illegal or unconstitutional by a court of law, the remaining provisions of this Act shall remain in effect.
Pursuant to Article 8 of the Constitution of the Republic of Krameria, the Governor of Dovania shall be sent to negotiate secession from Krameria should canvassing remain legal.
Upon the end of the two-week negotiating period, another referendum shall be held, and should it pass, Dovania shall secede from Krameria.
