Establishing the Arcadian Welfare Assistance Program (AWAP)

By the authority vested in me as Governor of the Commonwealth of Arcadia under Article II of the Constitution of the Commonwealth of Arcadia, it is hereby ordered:

Section 1. Purpose

The Commonwealth recognizes that temporary financial hardship or other circumstances may affect the well-being of its residents. To promote the general welfare and ensure that assistance is available to Arcadians when needed, this Executive Order establishes the Arcadian Welfare Assistance Program.

Section 2. Establishment

Thereby established is the Arcadian Welfare Assistance Program (AWAP), to be administered by the Office of the Governor until such time as otherwise provided by law.

Section 3. Eligibility

Any Arcadian meeting the residency requirements established by the Constitution of the Commonwealth of Arcadia may apply for assistance under the Arcadian Welfare Assistance Program.

Applications shall be considered on an individual basis by the Governor or such executive officer as the Governor may designate. In reviewing applications, consideration may be given to the purposes of this Executive Order, the availability of funds, and any other factors the Governor or designated officer deems relevant.

No eligible applicant shall be guaranteed assistance solely by virtue of submitting an application. The approval, amount, and form of any assistance shall remain within the discretion of the Executive, subject to the availability of program funds.

Section 4. Benefits

The Governor or a designated executive officer may provide one or more of the following forms of assistance:

a. Temporary monetary grants;

b. Emergency financial assistance;

c. Other forms of aid that the Governor determines to be in the public interest.

Unless otherwise authorized by law or subsequent Executive Order, no individual shall receive more than one welfare grant within any seventy-two (72) hour period.

Section 5. Applications

Applications shall be submitted through the method prescribed by the Office of the Governor.

The Governor or the designated administering officer may approve, deny, defer, or request additional information regarding any application.
