Article 1: The General Assembly

Section 1: Election of the General Assembly

  1. Elections for the General Assembly shall commence on the Friday of each alternating week. The first election of the General Assembly shall commence on 13 June 2026.
  2. Elections for the General Assembly shall close forty-eight hours after their commencement.
  3. Results of elections for the General Assembly shall be announced and effective no more than twenty-four hours after the election is closed.
  4. All members of the General Assembly shall be elected via a ranked-choice method of voting that is specified by law.
  5. All candidates in elections of the General Assembly shall appear on a single ballot, such that any given candidate may be voted for by any citizen, regardless of provincial residence.

Section 2: Composition of the General Assembly

  1. There shall be two seats in the General Assembly for every five popular votes in the election of that General Assembly, though there shall be no fewer than five seats in the General Assembly.
  2. Half of all seats in the General Assembly, rounded down to the nearest whole seat, shall be elected by and from citizens of the individual provinces, in proportion to the quantity of votes tendered by those provinces during the election of that General Assembly.
  3. All seats in the General Assembly which are not elected as described in Article 1, Section 2(2) shall be elected by and from the citizens of Dovania at large.

Section 3: Eligibility for Election to the General Assembly

  1. No individual who has not continuously held citizenship in Dovania for one week at the time of the election shall be elected to the General Assembly.
  2. No individual who has not sent 35 messages in Dovania’s server since the election of the incumbent General Assembly shall be elected to the incoming General Assembly.
  3. No member of the General Assembly shall concurrently serve as Steward, Admiral, or as a Justice on the Superior Court.

Section 4: Powers and Duties of the General Assembly

  1. The General Assembly shall, upon its members taking office, elect a Minister-President, as outlined in Article 3, Section 2(2).
  2. The General Assembly shall have the power to remove a sitting Minister-President, as outlined in Article 3, Section 2(3).
  3. The General Assembly shall have the power to propose amendments to these articles, as outlined in Article 6, Section 1.
