I'll keep it brief. I just wanted to spotlight an issue I thought was important.

The Republic Electoral Act of March, 2026 (hereinafter "REAM") only provides for registered political parties. Not all political parties.

The various rights and privileges afforded to registered political parties burden the KEB in multiple ways. For example, the KEB must list candidates' party affiliation on the ballot (tit. III, § 3(4)) and the KEB must oversee, schedule, and manage debates in which they participate (tit. IV, § 1(2)).

In conclusion, the party fee prescribed by tit. III, § 2(1)(e) should be viewed as exactly what it is called, a maintenance fee. Any person, pursuant to the right of free association and free (political) expression, has the right to create political organizations and movements. However, they do not have the right to require the KEB to perform work for them. (Also, compare this case to various filing fees in the real world.)
