Be it resolved by the Senate, the Governor, and the People of the Commonwealth of Arcadia by referendum, the following shall be considered an Amendment to the Constitution of the Commonwealth of Arcadia;
ARTICLE I
The First Amendment to this Constitution shall not apply to individuals who have yet to gain citizenship in the Republic of Krameria, except for the positions of Governor and any position representing the Commonwealth of Arcadia before the federal government.
ARTICLE II
The Senate may provide for non-citizen political participation by law.
