The suspect must sign the citation when issued by the Kramerian Bureau of Investigation, or lose the option of citation in lieu of arrest, regardless of whether they would like to pay the fine or contest it in court, and signing the citation is simply an acknowledgement of receipt of the citation and the notices required by Section 4 of this Part, not an admission of guilt.
