Persons authorised by the Kramerian Bureau of Investigation to undertake undercover operations shall not, during the course of such operation, take any otherwise illegal action authorised by Section 2 of this Part, which they reasonably suspect will cause the harm of bystanders or other innocent civilians, nor shall their qualified immunity extend to excusing violent crimes.
