The Kramerian Bureau of Investigation shall not issue citations in lieu of arrest under these conditions:

1. There is a reasonable belief that the suspect poses danger to themselves, others, or to the public.
2. There is a reasonable belief that the suspect requires immediate medical or psychiatric evaluation or treatment, or that the suspect will be at imminent risk of accident, injury or death if left alone.
3. There is a reasonable belief that the suspect will continue to act in violation of the law if not arrested.
4. There are outstanding warrants or detainers against the suspect.
5. The suspect refuses to sign the citation.
6. The suspected criminal act involves violence or the violation of a federal court order.
