All Political Action Committees (from here on referred to as PACs) that are under federal jurisdiction shall be registered with the authority responsible for handling elections, to be approved by at least one officer of such, and shall meet these requirements upon registration:

1. The prospective PAC must have a name;
2. The prospective PAC must either have a related party or 5 founding members in case of a PAC that is to be independent from any and all parties,
   1. However no individual may take part in the foundation of or receive funding for political campaigns from more than one independent PAC.
3. In case the PAC is to be independent from any and all political parties, the prospective PAC must have a set ideology.
