A Political Action Committee may be established independently from a political party by the petition of five eligible citizens that are not foreign principals as defined in the Foreign Agents Act.
If membership of such a PAC is to decrease below 3, the PAC shall be disbanded.
No person may however at the same time be a member of more than one independent PAC.
